18 month old male German Shepherd mouthing

Hi, I am looking for some advice - my 18 month old male gsd is barking at me in the garden, he also is mouthing my 11 yr old daughter to the point of tears usually when he isnt getting his way! he also grabs my arm occassionally! (I have been told to ignore the behaviour and walk away but it is not getting better)

he is also a nightmare to walk because if he see's another dog he is lunging and barking but 99% of the time he just wants to play, I walk him on a halti he walks beautifully if no dogs or cats go past, I have tried various methods ie : food , balls, water spray shouting No etc,it is as though somebody has flicked a switch,

i have tried distraction before he reacts, but nothing works, any suggestions we do attend obedience but he works when he wants! any suggestions????
